Fair Oaks is unincorporated, so permitting runs through the county rather than a city department. Same 2025 state code as everywhere else, different fees, thresholds and review process from Folsom next door.

Older homes hide more

This is where remodeling gets genuinely unpredictable, and where we would rather set expectations honestly up front:

• Electrical service is usually the first real problem. In the older stock, the existing panel often cannot carry a modern kitchen's circuit count, let alone EV charging. A panel upgrade is a common and frequently unbudgeted line item.
• Pre-1978 homes bring lead-safe work practices into play, which affects how the work is done and what it costs.
• Framing is rarely square or standard. Older construction moves over decades. Cabinetry and tile layout have to be scribed to what is actually there.
• Plumbing may be at end of life. If we have the walls open, replacing it now costs a fraction of doing it after the tile goes on.

None of this is a reason not to remodel an older home. It is a reason to budget a real contingency — we would suggest the top of the usual 10 to 15% range — and to work with someone who tells you what they find rather than quietly working around it.

Mature trees are an asset and a constraint

The tree cover is part of why people love Fair Oaks. It also matters structurally: large trees near a foundation draw significant moisture out of clay soil through the summer, creating localised shrinkage.
