Loomis has a different character from the subdivisions west of it — larger parcels, more room between houses, and a fair number of properties where the land is as much a part of the project as the building.

Site conditions drive the budget

On a larger, more rural parcel the questions are different from a tract lot:

• Septic and well. Where present, both affect what you can add and where. An addition may need the septic system evaluated before it is approved, and any project adding fixtures needs the water supply considered.
• Utility runs. Getting power, water and sewer to a detached structure at the back of a large lot is trenching work, and distance costs money.
• Access. If a concrete truck cannot reach the build site, everything downstream gets more expensive. We would rather establish that at the walkthrough than at framing.
• Protected trees. Mature oaks are protected in various circumstances across Placer County and can determine where a structure is allowed to sit.

Permitting runs through Placer County

Loomis-area properties generally fall under Placer County's Building Services Division rather than a city department. The state code is identical to everywhere else; the fees, thresholds, submittal requirements and review timelines are not. Our county comparison covers what actually differs.

ADUs and detached buildings

Larger lots make detached structures genuinely practical here — an ADU for family or rental income, a workshop, a pool house. A detached building has one real advantage over an addition: it is not attached to a structure that has already settled into its own seasonal rhythm, so you are not managing differential movement between old and new. It still needs a foundation designed for the soil it sits on.
